I keep forgetting to answer this thread. On Windows it is very difficult to avoid the child - parent model of windows.

The style palette position relative to the document window is automatically stored.

So if you want to position it relative to the document window there's nothing more to do. Changing the position in the "templates" (Reshacker etc) won't have any effect.
