Did you see any signs of a radio tracking device on this bird? From the
actions you describe this could well be a case of such a device picking
up a stray frequency from a hip-hop station, and would be a natural
reaction to this sort of music.
Good that you got video. Combined with the right set of rap lyrics you
might have the next hit dance.
This does not detract from your original theory of a neurological
disorder. Much of gangsta rap also emanates from a neurological
disorder. I leave it to your discretion whether or not to call DEA on
the possibility this bird might be dealing to other doves on the block.
