[Bristol-Birds] Holston River and Phipps Bend

Today I went over to Surgoinsville (Hawkins County) to check out Phipps Bend 
Refuge.  On the way I saw a small group of scaup on the Holston River just 
east of Rotherwood Estates (Kingsport).  I counted eight birds:  five were 
lesser 
scaup and three were greater scaup.  Not much else was on the river...it was 
running pretty fast!  I, then, went on to Phipps Bend Refuge. I first entered 
from the power plant side and then from the far side by some beautiful 
estates.  It is a great area but posted!  Does anyone know from whom I can get 
permission to do regular bird surveys there?  This is my list from 
approximately one 
hour of birding:  American robin (11), blue jay (7), eastern bluebird (8), 
American crow (5), red-bellied woodpecker (1), European starling (25), song 
sparrow (30), field sparrow (10), white-throated sparrow (6), swamp sparrow 
(5), 
kestrel (1), eastern towhee (2), northern cardinal (3), golden-crowned kinglet 
(4), Ruby-crowned Kinglet (1), Brown Creeper (1), PALM WARBLER (2), 
YELLOW-RUMPED WARBLER (2), carolina chickadee (15), carolina wren (4), tufted 
titmouse 
(7), mallards (2), belted kingfisher(1), pileated woodpecker (2), downy 
woodpecker (2), northern flicker (1) and mourning dove (5).  Other than two 
mallards 
flying up the river, the water was vacant.  Also saw one muskrat, 3 
white-tailed deer and a gray-squirrel.
