Yes it is it is now possible to build voices on cygwin. Let me know if 
you want one and I can build you one.
The voice now reads out about 100 more splash screens. For example it 
says "Shutting down" when you turn off the player. It also says loading 
when it is loading and finally it voices the progress when you are 
inserting tracks into a playlist.
