Hi Graham,
With the second generation Shuffle you don't need to input a serial
number when you connect it to a PC running iTunes 7 or later. I'm not
sure what happens if you plug in a first generation Shuffle to a
computer running these versions of iTunes; it's certainly worth a
try. Then it's possible to restore the iPod by clicking Summary, then
Restore with the mouse cursor. I don't know of a stand-alone tool for
formatting an iPod other than the one you mentioned from Red Chair
Software, so I'm not sure what tool the original poster was asking for.
