Brian might be right about this.  But JAWS, through the aid of Brian's
scripts, usually automatically disables MiniPlayer and "greys out" any
option that pould permit one to enable it.  You might wish to uninstall and
then reinstall Brian's JAWS scripts for iTunes.  Whenever I run into
something like this--which is fairly common--reinstalling the scripts from
scratch will restore harmony between JAWS and iTunes.  It would be nice if
Apple were to cooperate with us more by making the iTunes application more
user-friendly for us.  I have expressed this sentiment directly to Apple
through its feedback mechanism.
