Hi, thanks for all the help.  I did find the options.  Finally, I was able to 
get disk use enabled, but jaws wouldn't tell me if the disk use  was checked or 
unchecked, so it took some trial and error.

  Hi Earle,

  Connect your iPod to your PC and be sure iTunes is open and the focus is on 
your iPod's name. Then use the JAWS cursor to explore the screen. A few lines 
down, you should come to a line that says Settings Contents on it. Mine says 
Library first, but I don't know whether yours will or not. It's also possible 
the older Shuffle screen is a bit different, but probably it's the same. Move 
to the word Settings, be sure the JAWS cursor is somewhere within the word, and 
Left-click by pressing numpad Slash. Then you should be able to enable disk use 
using J-Tunes.
