Hi everyone, this is a follow up to my previous e-mail below.  I did not
mean to send anyone into a panic.  We've been trying to get a better
handle on permits, data reporting, collection activities, etc., so our
permitting process and regulations were essentially over-hauled.  New
regulations went into effect in January 2005, but we are still finding
that word has not spread to everyone, thus the reason for my previous
e-mail to keep everyone updated of the current regulations.  We
obviously will not penalize anyone for not having a permit in the past
but just wanted to make everyone aware that a permit is required and to
please acquire one for current and future activities.  Thank you.

Hi Everyone: 
It has recently been brought to my attention that some folks do not
think a collecting permit is required to capture (trap, net, etc.)
and/or band native bird species in KY.  So I'm sending this e-mail out
to you all in the hopes that you can help me spread the word...The KY
Dept. of Fish and Wildlife Resources does require a scientific or
educational collecting permit to take, possess, and then release any
federally protected wildlife (including native birds).  This helps us to
ensure that birds are not harmed in the process and allows us to keep
track of species distributions within the state.  This does not include
rehabilitators or falconers since they must apply for different permits.
I have included the link to our regulations and fees (fee regulations
are being amended) below.  If anyone has any questions, please feel free
