[birdky] Insect id needed

There has been a beautifully colored wasp?, hornet?, bee?, flying low over  
the ground in our backyard.  Occasionally it would dip down to the ground  then 
back up.  It eventually disappeared into the earth.  There are  4-5 loose 
piles of dirt in areas where he would disappear.  His coloring  was gorgeous: 
wings, head  were deep orange, lower body was a spot of black  on rear, with 
yellow and black rings and a white spot on top part of  torso(?).  I've tried 
internet with no success.  I don't think it is a  digger bee but looks similar. 
 
Anybody?
