FreeLists / birdky / [birdky] Can anyone id this raptor from poor photos?

This past Saturday in Meadowbrook Park, Lexington, I saw this raptor, calling 
him this because of his sharp down-hooked beak.  He was small, little larger 
than a bluejay, had vertical streaks, slanted slightly, of rusty red down his 
breast (in the poor photos this just looks like a buffy wash, but they really 
were streaky).  His feathers looked ragged, fluffy, and rumpled.  He had a dark 
colored poll.  Unfortunately if there is any other detail one might want I 
wouldn't be able to supply it having taken no better notes than these.
