[birdky] RPT: surf scoter

Ben Yandell and I found a female/imm surf scoter on the Ohio River near the
basin above the Falls in Louisville. It was by itself in about the middle of
the river.. Also present, closer to shore, were 4 buffleheads and lesser
scaup. Towhead Island/Yacht Club had a single male common goldeneye and 2
bufflehead.
