[beports] Haiku APR Port Finished

Howdy,
I'm done with the Haiku specific APR 0.9.17 port. I've checked the patch in
and updated the wiki patch (tell me, if anything doesn't look like it
should). The Haiku optional package is available in r25484. I've also
committed my old APR 1.0.1 patch for reference.
I'll look into APR-Util next.
