Steve needs to dig into the stuff already written on the subject.
Plenty of nice quantitative stuff at Mel Bartels' Web site, which is a
good place to start. Also be sure to read the series of articles that
were in S&T by Roger Clark and by Steve O'Meara about threshold magnitude
limits. For stuff about sky brightness and some comments and sources of
data in re red lighting, see my compendium assembled by Jerry Lodriguss at:

After you've read all that, then come back and ask some more questions.
In case it's relevant I'll (re-re-re-)post the report I made about Dave Nash's
observations at the Nebraska Star Party several years ago.
