[AZ-Observing] Happy Jack seeing

Len Bright, who has overseen taking of the seeing measurements
at the Happy Jack site for the Discovery Channel Telescope, has made
a summary of the statistics for the last two years for which there
is reasonably complete data:

The telescope hardware has been removed, since construction of the
new road up the hill has commenced following Forest Service approval
of use of the land.
Typical seeing at the site has been about 0".8 pretty
consistently throughout the year.
