  Ok, here are a few things to ponder. Our tax $$ at work. 
Here is a site to use when selecting a site for observing.

http://sco.az.gov/website/arizona  This web site will tell you private,BLM, 
public lands just zoom into your selected site and select information to see if 
you can observe there. Also consider using the GIS maps from WWW.Maricopa.gov 
The left side has layers that you can turn on and off with more available as 
you zoom in. The aerial photos are in full color and you can click on a parcel 
of land to view ownership. 

  As the developments push us further into the desert, we can still find sites 
to observe if we are willing to drive for hours to get there.
