[AZ-Observing] Weather pics question....

Hey All,
Just looking at http://www.wrh.noaa.gov/Phoenix/index.html at the satellite
imagery (10-13-03, 18:00 UTC) below the map of the state, I notice that the
Visible and Water Vapor maps are pretty darn different this time, something I
haven't noted in the past. Is this pretty common for it to be such a large
difference? I understand that clouds aren't always present when WV is, but
this shows some clouds in areas where the WV is not (the burnt red looking
areas, I assume.) Am I reading it wrong?
