It's a small budget experimental satellite to investigate the
effects of atmospheric and electromagnetic perturbations on
orbital trajectories and spin rate. It has a heavy
"educational" focus as well, being bright and easy to see,
and being easily accessable to ham radio operators. It
_should_ sparkle or blink as it rotates and its small mirrors
reflect sunlight. That's the reason they don't list the magnitude.
I want to see it if I can.
