[AZ-Observing] New satellite?

Hey all,
Cruising through the Heavens Above Site, I notice a new satellite next to the
ISS and HSS called "Starshine 3". Anyone privy to what this satellite is?
They don't know what magnitudes it will shine at yet, but it sure has some good
passes over Phx for the next week.
