Bill--

I've noticed this as well in Scottsdale, especially this past spring with
Jupiter and Saturn. My best views of the night were at dusk before
astronomical twilight. As the sky darkened, the image degraded. For Mars
this summer, my best views have been early morning after 3:30am.

This effect on seeing is also predicted at
http://www.cmc.ec.gc.ca/cmc/htmls/seeing_e.html.
