Dan,

Since the weather mechanisms are the same (monsoon in Summer and south ends of 
passing troughs at other times), I think you would get the same result.

I have not rigorously collected data, but I have not noticed a change in 
cloudiness since 1985.  My two pet theories as to why it is common for people 
to claim that it's not as clear as it used to be are:

1 - As observers become more advanced, they also become more sensitive to what 
used to seem like harmless clouds.

2 - As people age, selective memory makes them reminisce about how good the 
good old days used to be.
