[AZ-Observing] GCSP weather first look

It's still a bit of a stretch but the GCSP time-frame is just
starting to come into the NWS daily forecasts. At the moment,
it looks a though the prospects are favorable:

327 PM MST FRI JUN 1 2007
... .THURSDAY NIGHT...PARTLY CLOUDY. LOWS AROUND 37 ON THE NORTH RIM
TO AROUND 57 ALONG THE COLORADO RIVER.
.FRIDAY...MOSTLY SUNNY. HIGHS AROUND 75 ON THE NORTH RIM TO
AROUND 94 ALONG THE COLORADO RIVER.
