This shows that you have set your page units to cm, which means that
you want everything displayed in cm. Everything you enter is converted
to your chosen page units.

No. Why would you assume so? The arrows increase/decrease the
displayed value in steps of 1mm, i.e., 0.1cm. That is simply how
they work. It is an arbitrary choice.
