Yes, of course. If the darkes patch which can be printed
by the printer/driver/rip deviates from neutral, then a
profile might even choose a somewhat brighter, but more
neutral color as "black" (depends on the profiler).
And setting a too low ink limit for a CMYK profile may also
result in a profile which does not render "black" as dark
as it would be possible w/o ink limit. This may become a
trade-off between darker black and ink bleeding into
neighbour patches.
