This is just a guess, but worth checking...
Check with your ISP that you don't need to "dial" any number to make your ADSL
connection. My ISP in the UK (Waitrose, provided by Brightview) require me to
put 0,38 in as the "Dial" string for my connection (using a USB ADSL "modem").
Without it I can't connect.
Now I've switched to an ADSL modem/router/gateway I have to set the Virtual
Circuit settings, 0 for VPI & 38 for VCI.
Maybe you need something like this?
I'm using Firefox & XP here, though, not Arachne.
