Well, can't speak for Linux, but I have used DOS and Windows to access
multiple ISPs both at work and home, as well as from family members.
For me, the most simple way is to use a DOS BATCH program to dial my
ISP, and change the BATCH program accordingly.  I have multiple access
phone numbers I can choose from, so my BATCH program gives me a CHOICE,
using MS DOS 6.22's CHOICE command.  I also have a small utility named
GetKey, similar function as CHOICE.  Assign different access numbers to
different keys, and in my menu I represent a dialup number with a
keystroke.  Then, with Arachne, I have her setup to use Resident Packet
Driver, that takes care of the dialing function...the connection is
already made.  Other users have other solutions...that's the beauty of
Arachne...there is no ONE "correct" way!  
FWIW---In Windows 3.1, I use the Shiva dialer from the old MS IE 3.30
installation.  I pulled all the needed files from MS IE on an old
computer and put the necessary files into a ZIP, I named it
IEDIAL16.ZIP, this can be used freely, handles all connections for
Win3X, WINSOCK, etc.  If anyone wants it, I keep a copy on my old AOL
page, http://members.aol.com/GLENNRPH/glennrph.htm, as well as in the
public FTP site of TMonroe.com...ftp.tmonroe.com, login with username
public, use password public, get your copy of IEDIAL16.ZIP.  In the
coming months I will be "updating" IEDIAL16.ZIP to include some of the
more modern modem definitions, which I found in the dialing stuff for
the last IE made for Win3X, IE5...that's about the only really good
thing I've found from IE, hehe!
