A Windows browser that does its own mail handling you ask...try Opera.
"Windows" apps, whether "console " or"GUI" utilize the APIs and libraries of
Windows. In the early years this meant you didn't have to compile everything
into your application, just call the appropriate DLL, VBX etc to perform a
function, and your app would be smaller.
As with other "modern" sofware, feature bloat has crept in, even the beloved
Linux that some proselytize has bloated.
Perhaps a 16 bit Win 3X port of Arachne would maintain small size and speed
advantage, yet have access to SSL and JavaScript, but that would mean breaking
from tradition. It would also be able to use more of the memory many PCs have
available. Might even use winsock.dll instead of WATTCP...just rambling while
roaming the highways of central OK!!

As I see it "being able to run under Windows" means that it stays a DOS
program, but is able to suffer the restraints that a Windows DOS-box
puts on it.
"Being a Windows program" means that it is totally dependent on the
Windows operating system, and could not possible run as a DOS program.
There may be advantages in the former, but an awful lot of development
would be needed before the latter case could hope to compete with the
Windows browsers that already exist.
Although a Windows browser that could do its own mail handling would be
an advantage....
