No, it isn't.

My current machine is a Pentium4 running at 1.7ghz

It has no ISA slots.

Modem is an ActionTec PCI 56k
NIC card is a LinkSys LNE100TX

Both are 100% DOS compatible and work perfectly with Arachne.
