Don't know about XP, but I found your suggestion useful on Windows 95,

Using Arachne browser in a DOS window was generally OK with EPPD
dialler but not with LSPPP. Downloading of html data would freeze for
several seconds unless the mouse was continually moved (strange but
true)

The system.ini mod appears to have overcome this problem.
