Hit 'O' for Options

Choose 'Internet settings'.

Scroll to the bottom of the page.
 _
|_|Ignore the "Refresh" tag.
   Turning this option on means that Arachne will not use the "Refresh"
   tag when it is encountered.

 ____
|____| Shortest Refresh time permitted (number of seconds).
       All Refresh times of less than this value will be increased
       to the entered value.

Save the changes and choose to use new settings.
