You have reported one of the most commonly reported problems from
the days of Arachne version 1.20.  In those days almost everybody
would have that problem once in a while.  The best solution for it
that we had for the problem back then was to completely shut down
the computer and start it back up again, and then start Arachne
again and dial.  We know that the problem has something to do with
the modem not hanging up properly.  Then we came up with some better
AT commands and "hangup.bat" files.  After that the problem became
only very seldomly reported.  If you would like to try out my
"hangup.bat" file, write to me privately.
