Joe, It looks like I was premature in reporting that your proposed
LSPPP work-around was ineffective. The fact that stalling can still
occur under some circumstances mislead me (see below)

First an admission, I'm a crossword cheat ;-) If I get stuck on a word
I sometimes search a dictionary program for wildcard matches. This
program appears to stretch doze9x memory management.
I noticed today that after running the above, EPPPD surprisingly
suffered from a single hang during a download, so I did a further
series of tests and found there was no significant difference between
EPPPD and modified LSPPP. Notably modified LSPPP sometimes did not
hang.
So I then repeated the tests after a doze95 reboot. 5 tests each of
EPPPD and modified LSPPP resulted in no hangs. 3 tests of unmodified
LSPPP resulted in a total of 14 hangs (each cleared with a mouse
waggle).

I didn't do any accurate timing tests but your figure seemed about
right.
