[arachne] Setting up Arachne 193, creating new dir's

I moved this mail with "MOVE" to the mail folder TEST that did not already 
exist. But it could be created with the "CREATE" button. 
A new subdir could be created outside Arachne C:\ALL-ARA\MAIL\TEST\

Perhaps a button like this can be introduced in the wizzards to create
new directories...???
