uuencode and uudecode were the old standard methods of encoding and
decoding binary files to be sent as "attachments" to email
messages. 

Arachne gives you a choice of methods for sending attachments. Also
if someone sends you an attachment that is "uuencoded" uudecode
will decode it for you.
