The problem with those numbers is that they mostly deal with email Spam.
Web forum Spam has unfortunately become ever more a problem since ways
to counter email Spam have been devised. Also, web forum Spam is
reported less often because it is seen as a problem of the webmasters,
but also since no ways exist to report it. Try to find an address where
you can report abuse, and most of the time you find a form to forward a
Spam email, but nothing to report Spam in a forum. I think not even the
anti-Spam laws deal with this form of Spam. :-/
