Try Alt+Enter to get into a Properties dialogue and find it there.
(I'm on 2002 OEM so it may be different so, if you don't find it, don't
panic!)

How does one request a read receipt when composing a message in Outlook
2000?
It doesn't seem to be in any of the menus.
