After composing the message hit alt and go down to property's and tab
through until you reach the menu item request read reseat and hit enter
on it this will ask for a reseat  for just the message your sending and
not for all messages 

For email use hugh.megarry@xxxxxxxxxxxx 
For M S N use hughmegarry@xxxxxxxxxxx
For Skype use hugh.megarry

How does one request a read receipt when composing a message in Outlook
2000?

It doesn't seem to be in any of the menus.
