I don't think it has to be too expensive, with the adoption of rfid
technology within the retail industry the cost of such devices based on unit
costs ought to become negligible. The costly part of the system would be
in developing a talking reader and if the access technology industry get
their hands on the project then most blind people will be priced out of the
field as it will become just another of their milch cows.
The only way for an affordable devvice is for the open source community
to take up the challenge and make the devices ubiquitous.
