I don't think there are any that talk, I was also speaking to my repair 
engineer today, and his advice on stand alone dvd recorders was "forget it"
apparently, a lot of the stand alone dvd recorders have been rushed on to 
the market, and because of this, they tend to suffer a lot with firmwhere 
problems and crashes, and he said he is up to his ears in stand alone dvd 
recorders, most of them with some kind of firmwhere related problem.

Many blind users make use of the DVD playing software on their computers for 
this task.  I could not say for sure but I doubt any hardware (set top 
style) units that talk are available in the UK, someone perhaps will be able 
to advise more fully.
