Wendy,
If the person is definitely not on the group, then you can add them
directly, or you can send them an invitation for them to subscribe.
You should check if they are already subscribed, because I often find that
if they are, and you unsubscribe them and then resubscribe them using the
invite members directly option, it sorts things out.
