[4d_rad] get the ball rolling

So to get the ball rolling....
Upon a bit of reflection, I think that the high priorities (the
must-have's) for me are:
1) Ability to create a standalone executable
2) Assurance of ability to distribute unlimited copies for an
unlimited amount of time (not necessarily by means of a no-hassle
license) at a known cost
