[24hoursupport] Moving data between hard disks

What is the fastest command to move data from one HD to another?

If you were backing up text files, email files, settings, favorites, links 
and other important data prior to reformatting and reinstalling your OS. 
what are the most important folders to move?

The move is between two 40 gig HDs, one internal, the other external, on a 
computer running Win XP Home.

The computer has been invaded by a virus because Norton expired in July. It 
was left running on DSL while its owner was out of the country. Email 
works, but his browser (MSIE) is badly screwed up and he cannot log onto 
the web,
