Barry,
This is not a typical problem with SP2.  I tried doing a little research on
this and the only thing I could come up with is that it is likely to be
spyware related.  Are you up on your spyware control?  What steps do you use
to keep your system clean of spyware?

Windows XP Home Edition
Since installing SP2 (Service Pack 2)

Windows Explorer takes about 1 1/2 minutes to launch It does not matter how
you decide to open it the result is always the same.
Once it has opened it behaves normally.
It is just painfully slow to open
