[24hoursupport] folder options?

OK, I have a friend who is running win 98 & in her control panel, there is
no icon for folder options. She has all folders showing, but still its not
there...
When she right clicks on an item to open it, she does not have the option to
'Open With' & choose the program. Any idea how to get the folder options
back & to get the 'open with' back into her right click menu?
