Sometimes you can 'scroll' the whole screen in such situations by dragging
the mouse to the edge and 'pushing'...

Somehow the Display Properties display is too big and I can't reach
  the Apply button to change it because the button is "below" the screen.

  I tried moving the total display around via the monitor adjust buttons
  but that just moves the whole display around and the Display Properties
  screen is still to big to "fit".

  How do I reduce the above screen so that I can see and reach the Apply
button.
