I am doing quite nicely with the All-In-Wonder Radeon
7500 with Win98SE, 1.4 GHz AMD, with 512 SDRAM.
I play DVDs on my TV using the computer DVD player
with the Video-L-R outputs/inputs, and I can cap
videos froms my VCR as MPGs, AVIs, or WMV.
As I write this, I am capping the last episode of VOYAGER
for some people who wanted to see it. (I'll post it to Usenet
in segments, where they can download it.)
Here's a review of the 7500:

Available for around $120:

(I paid $170 last year when it first came out.)

I think the top of the line
right now is the Radeon 9700 or so. I'm still running win98se with audio and
video on board. I don't have
DDR ram, just SDRAM and 600mhz of processing power. My tv has S-Video which i
use for my playstation 2. I
haven't reformatted my computer b/c i don't want to lose Oracle.
