You do have the proper driver software for that mouse, right? You could also 
remove the mouse entry from Settings, shut down, and reboot, and the computer 
is supposed to automatically find and reinstall the driver software for the 
mouse if it's plugged in. 

You could also try a different mouse by borrowing one from a friend. First, 
remove the mouse entry from Settings, then shutdown. Then on reboot with the 
other mouse, the computer will ask you for the software for that one, then 
install it and see if it works.
