I did a Google search and found this;

eCleaner v2.01 for Win95, (for Win98 & Windows XP see the note below)
Note: I have not tried this with Win98 so I can't say if it works or not but
it probably will work fine.
 
On 10/23/2002 I downloaded and installed this on my new Windows XP and it
seems to work fine.  The only thing is you will have to create your own
desktop shortcut Icon because eCleaner v2.01 will not do it automatically
for you.  After you download and run the eCleaner v2.01 executable file
called clean201.exe then to create a shortcut, use Explorer to open the
eCleaner folder on your C drive.  It will be under Program Files folder.
With the right mouse button held down drag and drop the eCleaner Application
to your desktop.  Select Create a shortcut. ~Ron Brandon
